When your projects are planned with generic resources (roles) rather than named people, Team Builder is the fastest way to turn those placeholders into real staffing. It combines open role visibility, employee recommendations, availability review, and the assignment itself in one workspace — so you do not have to move between reports and individual project views to staff a project.
Team Builder lives in the Staffing space. Assignments made here write directly to the project: the generic role is replaced by the named employee, and every work plan attached to that role transfers with them.
Use Team Builder when you want to:
Find projects that still have open generic roles
See which employees are the best fit for a given role
Review an employee's availability before committing them to work
Assign a generic role to a named employee and carry its work plans over automatically
View selector — Switches between the Projects view and the Members view. Staffing open roles starts in the Projects view.
Filter button — Narrows the project list. This is where you filter down to projects containing open roles.
Project list — Projects matching your filter, with their generic roles listed underneath.
Generic role row — An unstaffed role on a project (for example, Civil Engineer). Selecting it opens the staffing panel.
Staffing panel — Opens alongside the selected role and lists recommended employees in ranked order.
View Availability — Opens a workload view for the recommended employees across the project's timeframe.
+ Assign button — Commits the selected employee to the generic role.
Thumbs Down icon — Marks an employee as a poor fit for that project so they are deprioritized in future recommendations.
Use Team Builder when you want to:
Find projects with open generic roles.
View employee recommendations based on availability and role fit.
Assign a generic role to a named employee.
Review an employee's availability before making the assignment.
Click Staffing in the left-side menu.
Select Team Builder.
Select the Projects view.
Click the Filter button.
Choose Open Roles.
Rather than selecting All Projects with Open Roles, select the specific role or roles you intend to staff. This keeps the list focused on the work you are actually filling.
Click Done.
The project list now shows only projects that contain the generic roles you selected.
Click a generic role in the project list to open the staffing panel.
Review the ranked list of recommended employees.
Scroll the list to see employees beyond the top recommendations — anyone in the list can be assigned.
Mosaic builds recommendations from several signals, including:
Whether the employee's default role matches the generic role
Whether the employee has available capacity during the project's timeframe
Whether the project phase has scheduled dates to compare capacity against
With the staffing panel open, click View Availability.
Review each recommended employee's existing workload across the project's date range.
Confirm the employee has enough room before moving to the assignment.
This is the same capacity data you would see in the Workload space, surfaced here so you do not have to leave Team Builder to check it.
Select the employee you want to staff.
Click + Assign.
Confirm the assignment.
When the assignment completes:
The generic resource is removed from the project
The selected employee is added to the project as a member
All existing work plans assigned to the generic role transfer to that employee
You do not need to recreate or drag work plans afterward.
Recommendations weigh the employee's available capacity during the phase dates against the hours budgeted to the generic role.
For example, if a generic Civil Engineer role carries 50 budgeted hours, Mosaic compares that figure to each candidate's remaining availability over the same timeframe. Employees with enough capacity surface first; employees without enough capacity appear lower in the list.
Because the calculation depends on phase dates, a role on a phase with no scheduled dates will produce weaker recommendations than one on a fully scheduled phase.
If an employee should never be staffed on a particular project, click the Thumbs Down icon next to their recommendation. This signals a poor fit and improves the recommendation list for that project going forward.
Assigning a generic role transfers all work plans associated with that role to the selected employee. Review the role's existing plans before assigning if you are unsure what is attached to it.
You cannot split a generic role between multiple employees during the assignment. The role goes to one person.
Recommendations are guidance, not a restriction. You can assign any employee in the list regardless of their ranking.
If the work should be divided among multiple people, use the Planner instead, where work plans can be manually adjusted after staffing.
If the work behind a generic role needs to be divided among several people, assign the role to one employee in Team Builder first, then open the Planner space to redistribute. From Planner you can split, copy, or reassign the transferred work plans across the team.
Reports can also identify projects with open roles, but Team Builder remains the recommended workflow because open role visibility, recommendations, availability, and assignment all live in one place.

If you need to split work between multiple employees after staffing, you can use the Planner to redistribute work plans as needed.
Filter by role, not by project — Selecting the specific roles you are staffing produces a much shorter, more workable list than pulling every project with any open role
Check availability before assigning, not after — The View Availability step takes seconds and prevents overbooking someone who looked fine on the recommendation list
Use Thumbs Down deliberately — It shapes future recommendations for that project, so reserve it for real fit problems rather than one-off scheduling conflicts
Staff the role, then refine in Planner — For work that needs to be shared, treat the Team Builder assignment as the starting point and adjust the plans in Planner.
