Hours only view can be turned on on Organization settings > Budgets tab. This will affect how budget is tracked on the Project and Phase level.
For hours-only budget setting, the modal looks a little bit different:
Budget Phase by: Options are Total Hours, Member Time Budget, Spent + Planned
Time Budget: Enter the total hours for the budget
