Portfolio managers can be assigned on the portfolios page. The portfolio manager role can be assigned to any of the access levels.
Portfolio managers have access to certain permission settings that are tailored to their role. These are the settings:
When permissions have conflicts, whichever role grants the permission will be accepted.
For example, the budget manager is assigned to be the portfolio manager of Portfolio 1. According to the permission settings, the portfolio manager is allowed to create new projects, but the budget manager is not.
In this case, the budget manager still can create new projects, even though the permission setting says no.
